This report has been prepared by Jersey Heritage as part of its responsibility under a Service Level Agreement to provide reports and recommendations to the Minister for Planning and Environment on the architectural, historical, archaeological and other significance of buildings and places.
The assessment undertaken and the recommendation given in relation to the above building and place is made under the auspices of Article 51 of the Planning and Building (Jersey) Law, 2002; and the criteria for the listing and grading of heritage assets adopted and published by the Minister for Planning and Environment.
The report also includes the views and advice offered by the Listing Advisory Group in relation to the assessment of this building and place.

Late Victorian houses of unusual brickwork construction.
Architectural interest
A pair of 1880s houses (originally part of larger group). The houses together form a 5-bay, 2-storey property. Buff brick construction with moulded brick arches above windows and central passage. 2-pane sash windows. Slate roof with chimney stacks and ridge tiles removed.

Statement of significance
1-2 Clifton Place are a pair of 1880s houses, originally fronting a group of similar houses set around an internal courtyard. Clifton Place was incorporated into a States housing scheme in the 1970s, as a result of which the other houses in the group were demolished, and Nos.1-2 lost their front gardens, chimneys and decorative ridge tiles. Despite this the houses retain historical and architectural interest in that they are a remnant of the courtyard buildings now rare in St Helier, are unusually built of buff brick with decorative moulded brick arches, and make a positive contribution to the streetscape. The refurbishment of these properties was pioneering in its day and generally considered to be successful in safeguarding the future of these historic buildings.

At their meeting on 16/05/2011 MLAG agreed with the Jersey Heritage recommendation that the building be Listed as grade 4.

33-39 Ann Street are a row of c.1830 houses that are clearly shown on the 1834 Le Gros Map. The row was incorporated into a States housing scheme in the 1970s. This refurbishment work resulted in the loss of the front and rear gardens, chimneys and decorative ridge tiles but despite this the houses substantially retain their historic form - with ashlar pattern rendering, 12-pane sash windows and panelled doors - and make a positive contribution to the streetscape.
