Jersey Airport and Meteorological Department - Service Level Agreement

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

A decision made (19.04.07) to agree to the terms and conditions of the Service Level Agreement between Jersey Airport and the Meteorological Department.

Aviation Meteorological Services for the Jersey Meteorological Authority

This Service Level Agreement, between the Jersey Meteorological Department (Planning and Environment) and Jersey Airport (Economic Development), concerns the provision of an aeronautical meteorological service for international air navigation in the Channel Islands’ Control Zone on behalf of the Jersey Meteorological Authority as recommended in para 2.1.4 of Annex 3 to the Convention on International Civil Aviation. 15th edition July 2004

This agreement will run for an initial period of 5 years from the service start date and shall be subject to renewal for additional periods of no less than 12 months, if agreed at a service review prior to the renewal date.

1 Introduction

1.1 Purpose of the Agreement

This document outlines the services provided to Jersey Airport on behalf of the Jersey Meteorological Authority by the Jersey Meteorological Department. It includes a description of:-

- the services provided;

- the levels of service expected to be achieved;

- how both parties can work together ;

- how the services will be maintained;

- how the standard and levels of services will be reported on.

This Service Level Agreement is not intended to constitute, wholly or in part, a legally binding document on either side, but provides a mutually agreed framework for co-operation between the Jersey Meteorological Department, Jersey Airport and the Jersey Meteorological Authority.

1.2 Goal

The goal of this Service Level Agreement is to ensure the services, safely meet the needs of Jersey Airport and their customers now, and in the future.

1.3 Aims

The aim of this Service Level Agreement is:-

- to ensure an efficient and professional service;

- to be aware of the needs, listen to the views of Jersey Airport and act upon requests for improvement and support;

- to seek ways of improving the service through monitoring the quality of the service, identifying areas for improvement and working towards ISO 9000 Quality Management certification;

- to permit, if appropriate, certification of Jersey Airport and the Jersey Meteorological Department as Air Navigation Service providers for the Channel Islands Control Zone under the Single European Sky directives:

1.4 Permitted Use

For the purposes of this SLA, forecasts and data[3] may be supplied by Jersey Airport, the Jersey Meteorological Authority or the Jersey Meteorological Department to the following users;

· operators and handling agents,

· flight crew members and others involved in General Aviation (e.g. private pilots),

· air traffic services units,

· search and rescue services units,

· airport managements,

· others concerned with the conduct or development of international air navigation,

in order to satisfy the objective of contributing towards the safety, regularity and efficiency of international air navigation in the Channel Islands’ area.

However, to enable the Jersey Meteorological Department to satisfy agreements with the United Kingdom Meteorological Office on the exchange of the meteorological information necessary to provide the services described in this Service Level Agreement, it will not be permitted to knowingly supply aviation or other meteorological forecasts, data or information obtained under this Service Level Agreement to anyone, other than those concerned with the operation, or the undertaking of a flight originating from, terminating in or transiting the Channel Islands’ area. For example, for the sake of clarity, it will not be permitted to provide forecasts to anyone for any other purpose other than aviation related purposes or to provide aviation forecasts to anyone intending to fly from, for example London to Paris.

2 Services Description

Aviation meteorological services will be provided, as agreed with the Jersey Meteorological Authority[4], in accordance with the international standards and recommended practises (SARPs) of the International Civil Aviation Organisation, the World Meteorological Organisation (WMO), Jersey Airport’s Manual of Air Traffice Services (MATS Part 2), and the UK Civil Aviation Authority Procedures (CAPs).

The affairs and resources of the Jersey Meteorological Department will be managed to ensure the above services are delivered to Jersey Airport. Processes will cover:

- performance monitoring;

- training and development to ensure Jersey Meteorological Department staff have the necessary qualifications and/or certification to deliver the services in accordance with the Jersey Meteorological Authority, the standards and recommendations of UK Civil Aviation Authority (CAA), the policies of the Single European Sky directives and the standards and recommendations of ICAO. In particularly but not exclusively the standards and recommended practices contained in the following, and at all times latest, publications of: -

ICAO - Annex 3 to the Convention on International Civil Aviation (Chicago, 1944).

ICAO – Annex 11 to the Convention on International Civil Aviation (Chicago, 1944).

WMO – Publication No. 306, Manual on Codes Volume 1 – Annex II to WMO Technical Regulations.

WMO – Publication No. 49, Technical Regulations,
Volume I -- General Meteorology Standards and Recommended Practices;
Volume II -- Meteorological service for international air navigation

3 Responsibilities

As neither party have limitless resources or funds, both have to ensure the best use is made of what is available. Therefore, agreement on the responsibilities towards each other is needed, to maximise the benefits provided.

3.1 Jersey Meteorological Department

Commitment to a partnership approach and continuing consultation are paramount in meeting the Jersey Meteorological Department's aims and obligations. The Jersey Meteorological Department will;

- manage the provision of services described in this document, ensure they meet the standards agreed here and have been assessed with regard to their impact on aviation safety against the procedures detailed in Jersey Airport's Safety Management System;

- maintain a contingency plan to enable continued provision of service to agreed standards in the event of a partial or full evacuation of their operational premises;

- undertake any actions that may be required as detailed in the Jersey Airport Emergency Orders to ensure the safe handling of an emergency;

- conform with the requirements of the Jersey Airport security management system (SyMS);

- endeavour to minimise the impact and effect of a reduced service arising from circumstances beyond their control, for example;

¨ Loss of communications between Jersey and the UK Met. Office Exeter;

¨ Loss of communications between Jersey and Météo France, Rennes and Toulouse;

¨ Loss of communications between Jersey and Guernsey;

¨ Power failure;

¨ Failure of equipment, whether as a result of fire, water, storms, vandalism or normal wear and tear;

¨ Reduction in staff resources due to illness or other unforeseen circumstances;

3.2 Jersey Airport - Jersey Meteorological Authority

Commitment to a partnership approach and continuing consultation are seen as vital in maintaining the smooth and safe operation of Jersey Airport and the Channel Isles Control Zone enabling operational targets to be met.

Jersey Airport can do this by assisting us in the following areas:

Fault reporting / identification of errors

The earlier a fault or delay in the provision of a service (e.g. the weather radar) or an error in information provided is discovered the earlier action can be taken to resolve the problem.

Ask formally for changes to services

A request for change form is available for this purpose (Section 13, Appendix 4).

4 AVAILABILITY OF Service

4.1 Service hours

Forecast and observational services will be provided daily (except Christmas Day) from 0250 UTC through to normal airport close (2100 UTC winter hours and 2030 UTC summer hours) or as notified by NOTAM.

Forecast and observational services will be provided for formally notified extensions to Airport operating hours including Christmas Day as promulgated by the Duty Executive or Airport Director. These extensions to service will be provided within the overall service charge. However, the right is reserved to charge for these services at some later date should circumstances change and these services can no longer be accommodated within the Jersey Meteorological Department’s overall cost base (see Appendix 2 for schedule of charges). Under such circumstances this Service Level Agreement shall be subject to renegotiation if requested by either party.

Airfield warning services will be available 24 hours a day, 365 days a year and will be disseminated to recipients, as specified by Jersey Airport.

SIGMET warning services will be provided during the hours of operation of the Channel Isles Control Zone and will be disseminated as per national and international requirements.

Climatological services and queries, relating to aviation will be available on week days only between the hours of 0900 and 1700 (excluding Public Holidays) and may incur a charge depending on the nature and extent of the query.

4.2 Support Levels

Support will be available from 0300 UTC through to Airport close and can be obtained by telephoning the Duty Forecaster on 448765.

The enquiry or problem will be dealt with as follows:

- by answering the telephone within 30 seconds;

- by trying to resolve problems over the telephone.

Should it be necessary to pass the problem to a member of management it will be brought to the attention of the relevant manager or his deputy no later than 0900 the next working weekday (i.e. Monday - Friday). In the event that resolution takes longer, no later than 1 week after the incident is first reported, a written explanation to the Director of Jersey Airport as to the cause, and detail actions proposed to achieve a satisfactory solution will be provided.

5 FACILITIES

"Facilities" are those areas and services, provided to the Jersey Meteorological Department by Jersey Airport, which are reasonably necessary for the provision of an aviation meteorological service and include:-

– suitable office accommodation;

– the Met. Garden and equipment room on the north boundary of the Airfield and associated communication links back to the main Airport building;

– equipment/computer server room;

– storage facilities:

The Jersey Meteorological Department reserves the right to utilise the Met. Garden for whatever Meteorological purpose they see fit, including the testing of meteorological equipment on behalf of third parties, on the understanding that no such use should interfere with or prejudice the safety, security and operation of aviation activities at Jersey Airport or within the Channel Islands’ Control Zone.

Such facilities must be fit for purpose; be kept in a reasonable state of repair and comply with all relevant legislation.

The Jersey Meteorological Department is committed to sharing common facilities with other Jersey Airport agencies wherever this is practical and does not impact on the efficiency of the total operation of the Jersey Meteorological Department. The Jersey Meteorological Department would also consider the sharing of facilities, where security and confidentiality are not factors.

The Jersey Meteorological Department will monitor use of all facilities provided and are willing to carry out joint reviews with Jersey Airport.

6 ACCOMMODATION

The Jersey Meteorological Department will constantly review its property holding in order to ensure the accommodation and any areas of land as identified in the schedule to the license agreement are essential.

7 Health & Safety

Systems and procedures should not jeopardise Health and Safety in any way.

It is essential therefore to:

- ensure all equipment, new and old, is installed and used correctly;

- ensure regular checks are carried out on all electrical equipment to verify that it is safe to use;

- ensure the use or operation of equipment will not interfere with the safety of aviation operations;

- highlight any potentially dangerous aspects of equipment being used either in the equipment itself or the information provided by that equipment;

- ensure compliance with the latest Health and Safety legislation.

8 Changes and anticipated growth

No major changes in the services provided are expected. However services provided along with the underlying data and resources needed to produce them will be monitored and consultation with Jersey Airport will take place should there be any changes that would;

- result in the level of service specified in this document not being met;

or

- enable a more cost effective or enhanced service.

Before any proposed change in service is implemented it will be fully evaluated against the Airport Safety Management System to assess any impact of the proposed change on the safe operation of Jersey Airport and/or the Channel Isles Control Zone.

9 Charging

The basic service as outlined in Section 13, APPENDIX 1 will be charged at an annual fixed sum as specified in paragraph 1.13 of APPENDIX 1, payable in quarterly instalments in advance. Additionally and subject to the provisions of paragraph 4.1 additional and out of hours services (e.g. Airport extensions) may be charged in arrears at rates agreed at each review period.

The Jersey Meteorological Department agrees to contract certain services from Jersey Airport in preference to other suppliers such that the annual net transfer of funds between the two parties having taken account of the actual costs of each service so contracted will not exceed the ceiling as specified in paragraph 1.13 Appendix 1.

Should there be a substantial increase (10% or greater) in the Jersey Retail Price Index as measured to the end of March of the year of the review date of this Service Level Agreement compared to the index measured twelve months prior, the Jersey Meteorological Department reserves the right to renegotiate the fixed annual sum and the ceiling of the net transfer of funds.

10 Changes to this SLA

10.1 Amendments to SLA

Requests for changes to this Service Level Agreement may come from the following sources

- Jersey Meteorological Department,

- Jersey Airport,

- Jersey Meteorological Authority / Director for Civil Aviation (Jersey),

- an interested group,

- an individual.

The signatories to this SLA will:

- assess the request, which is to be provided in written form (see Change Request Form - Appendix 3) and include details of the nature of the change, the reason for the change, any financial impact of the change, any consequences of the change and the priority for the change to be implemented,

- decide on a course of action,

- obtain agreement,

- implement the change,

- issue an updated SLA.

11 Service Reviews

11.1 Reviews

A user group or their representative will meet, at least once per year with the Jersey Meteorological Department, within one calendar month of the service review date to review the services specified in this document. The purpose of this is to:

- Review service achievements for the previous period;

- Identify any specific problems or trends;

- Decide upon any actions necessary;

- Agree services for the next 12 month period.

Additional ad-hoc meetings may be arranged at any time should either party deem it necessary.

11.2 Dispute Resolution

The Jersey Meteorological Department recognises the need for an effective, objective, speedy and simple dispute resolution mechanism to ensure that concerns on both sides are taken into account.

Every effort will be made to resolve such issues by negotiation at an early stage with escalation to the chief officers of the respective Departments if agreement can not be reached by the responsible officers of this Service Level Agreement. In the event that agreement can not be reached at chief officer level it is agreed that the dispute will be taken to a Channel Islands mediation service and that both parties to this Service Level Agreement will abide by the resulting outcome.

12 Reporting Arrangements

Key performance indicators under development by the Jersey Meteorological Department will be reported in:-

12.1 Quarterly Reports

Quarterly reports summarising the previous three months performance in a selection of key performance indicators, appropriate to the season and/or prevalent weather will be made available by the end of the succeeding month .

12.2 Annual Report

An annual report containing key performance indicators for all the services provided by the Jersey Meteorological Department over the previous twelve months will be published within the first quarter of each calendar year.

13 APPENDICE S

APPENDIX 1

SERVICE DETAILS

1.1 Observations

METAR observations for Jersey Airport will be provided at 30 minute intervals in accordance with the UK meteorological aviation observing programme, commencing at 0250 through to airport close, assuming all relevant data is available. Reports will conform to WMO code FM 15-XII Ext. METAR unless otherwise instructed[5] and will be delivered to an agreed Data Point within the Jersey Meteorological Department offices for forwarding to the CACC and the Jersey Airport ATIS services.

SPECI observations will be provided as and when criteria, as specified in the MATS documents are reached or passed through. These reports will conform to WMO code FM 16-XII Ext. SPECI unless otherwise instructed4 and will be delivered to an agreed Data Point within the Jersey Meteorological Department offices.

Local routine observations for Jersey Airport will be provided at 30 minute intervals or when criteria as specified in the MATS documents are reached or past through, commencing at 0520 local time. Reports will conform4 to the local requirements of the MATS documents, CAP 746 Chapter 5 and ICAO recommendations as specified in Annex 3 Chapter 4 for reports disseminated to arriving and departing aircraft and disseminated locally within the boundaries of the airfield. These reports will be disseminated around the Jersey airfield by methods agreed between the Jersey Meteorological Department and Jersey Airport.

A hard copy record of all observations will be kept for a minimum of 3 months for archival purposes. In practise records will be kept indefinitely as soft copy and will form part of Jersey Meteorological Department’s climatological record for Jersey Airport.

1.2 Forecasts

Terminal aerodrome forecasts (TAFs) for Jersey Airport will be provided at 3 hourly intervals to cover the operational hours of the airfield. TAFs will commence with the 0000 UTC issue and will cover a 9 hour period commencing one hour after issue time. Forecasts will conform to Civil Aviation Authority rules and WMO code FM 51-XII Ext. TAF4. These forecasts will represent the most probable weather conditions at the airfield at the times indicated. Forecasts will be disseminated to the United Kingdom Meteorological Office for forwarding to the CACC and national and international distribution. TAFs will be verified on a monthly basis with the aim of meeting a service quality index of 84% as measured over a rolling twelve month period.

1.3 Landing forecasts

We will provide landing forecasts in the form of a coded message appended to the METAR, SPECI and local routine reports produced for Jersey Airport. These forecasts cover a 2 hour period commencing at the time of the observation and will conform to WMO code FM 15-XII Ext. METAR and FM 16-XII Ext. SPECI as appropriate(4 – see previous page). In line with the terminal aerodrome forecast these forecasts will represent the most probable expected changes in the weather in accordance with the criteria for notifiable change as laid down in the MATS documents.

1.4 Airfield Climatology

As per the requirements of ICAO Annex 3, Annex 11 and Annex 14, the Jersey Meteorological Department will maintain a climatological record for Jersey Airport detailing the extremes, averages and statistical frequency of weather parameters affecting the airfield.

1.5 Pilot Briefing

Telephone support will be available on an internal PABX for clarification of published aviation forecasts only. Specific route forecasts will only be available through our premium rate[6] telephone service 0905 807 7777, our Weather to GO! [7] service on 01534 448787 or by means of direct face to face briefing in the Jersey Meteorological Department office.

1.6 Warnings

1.6.1 Airfield warnings

Airfield warnings will be provided for the following weather elements and criteria

Whenever significant snowfalls or icy conditions are expected to hamper aircraft operations.

12 hours

Freezing Precipitation (b)

Whenever freezing precipitation is likely to hamper aircraft operations.

6 hours

Hoar Frost or Rime (b)

Whenever conditions are conducive to the formation of ice on operational runways and taxiways or on aircraft surfaces.

12 hours

Low level Inversions

Whenever an inversion of 10 degrees Celsius or greater exists below 1000 ft AMSL.

4 hours

(a) These will normally be combined with Thunderstorm warnings.

(b) Warnings for these conditions are included within the criteria for a snow or surface ice warning and are generally issued as either a Snow or Surface Ice Warning.

These warnings will be disseminated by either party according to your instructions to recipients identified by Jersey Airport or the Jersey Meteorological Authority. Other recipients, not specified by Jersey Airport or the Jersey Meteorological Authority, requiring details of these warnings will be charged separately for the service.

1.6.2 Channel Island Control Zone warnings

Warnings of the occurrence and/or expected occurrence of specified en-route weather phenomena, which may affect the safety of aircraft operations, will be provided. These warnings will use standard ICAO abbreviations and contain a description of the development of those phenomena in time and space in the Channel Islands Control Zone (FIR). They will be issued in the form of a Channel Isles SIGMET and conform to ICAO rules (sections 7.1, 7.2 of Annex 3). They will be disseminated to the United Kingdom Meteorological Office for forwarding to the CACC and national and international distribution.

Phenomena

Criteria for issue of SIGMET message.

Active Thunderstorms with or without hail

On receipt of a special aircraft report of a thunderstorm, or when thunderstorms are expected to be widespread, or along a line with little or no space between, or embedded in cloud layers, or concealed by haze.

Heavy Hail

When occurrence is reported by a ground observer, or by a special aircraft report, or is expected.

Wind Shear and/or Severe Turbulence

On receipt of a special aircraft report of Severe Turbulence or Wind Shear, or when Severe Turbulence is expected at any height, either in cloud or in clear air.

Severe Airframe Icing / Freezing Rain

On receipt of a special aircraft report of Severe Airframe Icing, or when a heavy and rapid deposit of ice is expected at any height.

Marked Mountain Waves *

On receipt of a special aircraft report indicating vertical air currents exceeding 500 feet per minute, or when these conditions are expected.

Severe Line Squall

On receipt of a special aircraft report of the passage of a cold front in which squalls at the surface reach or are expected to reach 50 kt or more. (A Severe Line Squall will normally be accompanied buy one or more of the other SIGMET phenomena).

Tropical Cyclone *

When occurrence is confirmed by surface observations or by a special aircraft report.

Dust storms, *

Sandstorms, *

Volcanic Ash Cloud *

When Dust storms or Sandstorms are, or are expected to be, sufficiently widespread to make it difficult for aircraft to avoid them, e.g. a line of Dust storms or Sandstorms on a front or squall line. Similarly for a Volcanic Ash Cloud.

* Warnings for these conditions are not generally issued by Jersey Met as they are extremely rare and unlikely events in this part of the World, however, they have been included in the above table for the sake of completeness.

1.7 Local Area Forecasts

A local area forecast (LAF) covering the Channel Islands FIR in the form of an abbreviated language report will be produced. These will be available at 0500, 0900, 1200 and 1500 UTC and will cover a 6 hour period commencing 1 hour after the time of issue. Amendments will be issued should weather conditions significantly change from those predicted.

These forecasts will be distributed by facsimile or e-mail on behalf of the Jersey Meteorological Authority to Guernsey and Alderney airports and to the aviation desk at the National Meteorological Centre (NMC) - UK Meteorological Office.

1.8 Fog Advice

Advice of the likelihood of fog affecting Jersey Airport operations for a minimum period of 3 consecutive hours during each of the following three days will be provided. This advice will be issued to a list of recipients as specified by Jersey Airport, daily at approximately 10:30 local time the preceding day and will be updated should new information indicate a substantial change in the fog risk at 16:30 local time that same day. These forecasts will be issued in the form of a probability of 3 hours or more of fog as defined by an instrumented runway visual range (IRVR) of less than 600 metres. A fog Advice will be upgraded to a Fog Warning when the probability exceeds 50%.

1.9 Weather Radar

Jersey weather radar (type I) data will be provided, in as near real-time as possible, in a format and to a specification as agreed, to a fixed Data Point within Jersey Airport’s premises for the sole use of Jersey Airport ATC personnel. However, all costs associated with the specific transmission, display or monitoring of data by Jersey Airport will be borne by Jersey Airport. Such connection to receive radar data must in no way interfere with the transmission of Jersey weather radar data to the United Kingdom Meteorological Office or other Jersey Meteorological Department customers.

1.10 Airport Operator Briefings

In the event of weather affecting, or expected to significantly affect airfield and/or aircraft operations a senior forecaster will be available to provide detailed briefings to JAP management and associated partners.

1.11 Internet

Channel Island TAFs and LAF will be published on the Jersey Meteorological Department’s website under http://www.jerseymet.gov.je/forecast/jersey/taf.html

and

http://www.jerseymet.gov.je/forecast/jersey/flight.html.

Links to these pages will be permissible and data of actual or forecast weather conditions can be fed direct to a site of Jersey Airport’s choosing should this be required.

1.12 Archives and legal obligations

All forecasts and warnings will be kept for a minimum of 12 months to satisfy legal requirements.

1.13 Costs

The total cost for this basic package of aviation services sufficient to meet the standards specified herein will be £350,000 p.a. However, in respect of other services the Jersey Meteorological Department agrees to secure from Jersey Airport, as detailed in separate Service Level Agreements and for which separate payment are made, the net transfer of funds from Jersey Airport to the Jersey Meteorological Department, in respect of any one financial year, will not exceed a ceiling of £200,000.

APPENDIX 2

ADDITIONAL SERVICES

2.1 Extensions to Airfield Operating Hours

Please note – wherever possible these charges will be absorbed by the Jersey Meteorological Department as detailed in Section 4 Availability of Service - paragraph 4.1. – They are shown here for illustrative purposes only and are correct as of 1st Jan 2007.

Provision of observations and forecasts beyond normal airport closing time:

£61.89 (subject to RPI(x)[8] review) per half an hour or part thereof from normal close to midnight;

£85.52 (subject to RPI(x)7 review) per half an hour or part thereof from midnight through to 0300 UTC;

Provision of services on Christmas Day;

£165.05 (subject to RPI(x)7 review) per hour or part thereof.

2.2 Bespoke forecasts

We are able to offer bespoke forecasts either for one off events or for specific services - price on application.

APPENDIX 3

REQUEST FOR CHANGE FORM


[1] At present (Apr 2007) the responsibility of Jersey Meteorological Authority lies with the Director of Jersey Airport. However, this responsibility will transfer to the Director of Civil Aviation on appointment.

[2] The Principal Meteorological Officer will treat this as a change request, and deal with it as noted in section 10 of this SLA.

[3] Data is to be interpreted as meaning meteorological, environmental, hydrological or oceanographic data (whether historic or otherwise) and/or software, graphs, graphics, drawings, documents, trademarks, know-how, or any other material provided (in what ever medium) as part of the services or consultancy services.

[4] At present (Apr 2007) the responsibility of Jersey Meteorological Authority lies with the Director of Jersey Airport. However, this responsibility will transfer to the Director of Civil Aviation on appointment.

[5] The World Meteorological Organisation (WMO) Manual on Codes is the de facto standard for specifying the format of International Meteorological coded messages. The International Civil Aviation Organisation’s Annex 3 specifies the International regulations relating to the use of these codes and coding practices. The Civil Aviation Authority’s CAP 746 specifies any national coding practices that may differ from the International Civil Aviation Organisation regulations. The Manual for Air Traffic Services (MATS) part II specifies any local variations or additions to the National or International practices that will be adopted on behalf of Jersey Airport.
