La Neuve Route, St. Brelade: Approval of installation of two zebra crossings

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject: The installation of two zebra crossings on La Neuve Route immediately to the west of St Brelade Parish Hall to improve pedestrian convenience and access to the Parish Hall and adjacent car parks.

 

Decision(s): The Minister approved the installation of two zebra crossings on La Neuve Route immediately to the west of St Brelade Parish Hall and adjacent car park.

 

Reason(s) for Decision: To install a zebra crossing under article 69 of the Road Traffic (Jersey) Law 1956 following a long standing community desire for such crossings at these locations.

 

Resource Implications: Funding has been allocated from the Infrastructure Capital Budget and the work will be carried out by an approved local Contractor.

 

Action required:  Senior Engineer to arrange for the installation of two zebra crossings on La Neuve Route using resources allocated from the Infrastructure Capital Budget.

PROPOSED ZEBRA CROSSINGS ON LA NEUVE ROUTE ADJACENT TO ST

 

BRELADE PARISH HALL

 

 

Purpose of the Report

 

The installation of two zebra crossings on La Neuve Route immediately to the west of St Brelade Parish Hall to improve pedestrian convenience and access to the Parish Hall and adjacent car parks.

 

 

Background

 

When the zebra crossing on Charing Cross at St Aubin was installed in accordance with MD-T-2009-0091 in 2009, the Minister for TTS had also received representation for additional zebra crossings to access the Parish Hall and adjacent car park.  At that time the road layout was not suitable to accommodate the additional zebra crossings requested.  This long standing community desire for zebra crossings has now been accommodated in the new road layout constructed as part of the St Aubin Improvement Works.

 

 

Discussion

 

When the zebra crossing on Charing Cross was installed in 2009, the Minister for TTS had also received representation for zebra crossings to access the Parish Hall and adjacent car park. At that time it was considered appropriate to install a two stage zebra crossing on Charing Cross, but not to install zebra crossings adjacent to the Parish Hall. The road and pavement layout at that time created many scattered crossing points and desire lines, which meant there was concern that pedestrians would not use the crossings, which can be a safety concern in such situations.

 

As part of the work to improve the public realm and streetscape adjacent to St Brelade Parish Hall the street lighting has been significantly improved, the layout of the road, bus laybys and adjacent pavements has been changed, a 20mph speed limit has been introduced, and the central island has been removed.  Now that this work has been carried out the road layout is suitable to accommodate two further zebra crossings, one immediately to the west of the new pedestrian only car park access, and one immediately to the west of the access to the Parish Hall.

 

Modelling work using micro simulation software has been carried out to ensure the additional zebra crossings will not cause excessive delay to through traffic. Due to the close proximity of the three crossings in the area, it is considered that belisha beacons would be confusing to drivers.  The Road Traffic (Pedestrian Crossings) (Jersey) Order 1982 allows the Minister for TTS to install zebra crossings without belisha beacons. Belisha beacons are not proposed to be installed at these two crossings and have been removed from the crossing on Charing Cross.

 

The Connetable of St Brelade has been consulted at every stage of the development of the design and the proposal for these two additional zebra crossings, through monthly meetings with the St Aubin Improvement Works Project Board.

 

Under article 69 of the Road Traffic (Jersey) Law 1956, the Minister for Transport and Technical Services may, after consultation with the Connétable of the Parish in which the road is situated, establish on any road such crossings for pedestrians as the Minister considers necessary.

 

 

Recommendation

 

The Minister is recommended to approve the installation of two zebra crossings on La Neuve Route immediately to the west of St Brelade Parish Hall and adjacent car park.
