Jersey Business: Establishment of support service intergrating Jersey Business Venture and Jersey Enterprise

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Establishment of Jersey Business, the proposed new business support service for Jersey which integrates Jersey Business Venture with Jersey Enterprise’s on-island resources, to form a new independent and confidential business information, advisory and support service in early 2012.

Decision(s):

The Minister decided to establish Jersey Business and commence recruitment of the Board.

Reason(s) for Decision:

In the States Annual Business Plan 2012, as part of the Department’s CSR savings, the ED Minister indicated his decision to integrate Jersey Business Venture with Jersey Enterprise’s on-island resource to form a new independent and confidential business information, advisory and support service - Jersey Business - offering a single point of entry.

 

A joint Working Group has been operating throughout 2011 to create a new entity, governance structure and to scope new proposed service levels, that will create a new delivery organisation early in 2012 capable of providing local businesses with a leading edge business advisory and support service.

 

This decision will allow the immediate recruitment of a new Chair and Board Members for Jersey Business to begin, and for future recruitment with the Board’s assistance, of an appropriate organisation and management structure.

 

Resource Implications:

The Chair of Jersey Business will receive an honorarium of £10, 000 in return for a commitment of around 20 working days per annum. Other Directors will be paid a daily rate of £450, paid pro-rata for attendance by half day or part thereof.

 

For Jersey Business as a whole, initial savings will be secured along with the elimination of potential duplication of services, premises and clients. The overall cost saving to the States is likely to be in the region of £150,000 per annum.

Action required:

The Minister will instruct the Strategic Policy Manager to establish Jersey Business and commence recruitment.
