Police Headquarters: Re-Location: La Route du Fort, St. Helier: Planning Application: Submission

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject:  Police headquarters relocation – Submission of Planning Application

Decision(s):  The Assistant Minister approved the submission of a Planning Application for the proposed Police headquarters at La Route du Fort, St Helier. (1607-01-001)

Reason(s) for Decision:  

  1. The States of Jersey has been seeking replacement facilities for the States of Jersey Police since 1999, replacement facilities are now regarded as critical.
  2. The scheme has been subject to a full feasibility study, which has identified that the proposal and the site will meet the needs of the States of Jersey Police.
  3. The States of Jersey Police has been fully engaged in the development of the plans and has confirmed that the plans will meet its operational requirements.
  4. A consultation process was undertaken in February 2012 and the scheme has been redesigned to take views expressed by the Public and the Planning Department into consideration.
  5. On the 1st June 2012, the Project Board agreed that that the scheme should be developed into a Planning Application and on the 19th July 2012, the project Political Steering Group and Project Board received a presentation of the scheme and agreed that a Planning Application should be submitted.

Resource Implications:  

There are no manpower implications.  The cost of the Planning Application is being funded from a capital vote. There will be no impact on net States expenditure as a result of this decision.

Action required:  Instruct Officers to submit a Planning Application for the proposed Police headquarters at La Route du Fort.
