Police Headquarters: Re-Location: La Route du Fort, St. Helier: Planning Application: Submission

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s):  The Assistant Minister approved the submission of a Planning Application for the proposed Police headquarters at La Route du Fort, St Helier. (1607-01-001)

Reason(s) for Decision:  

  1. The States of Jersey has been seeking replacement facilities for the States of Jersey Police since 1999, replacement facilities are now regarded as critical.
  2. The scheme has been subject to a full feasibility study, which has identified that the proposal and the site will meet the needs of the States of Jersey Police.
  3. The States of Jersey Police has been fully engaged in the development of the plans and has confirmed that the plans will meet its operational requirements.
  4. A consultation process was undertaken in February 2012 and the scheme has been redesigned to take views expressed by the Public and the Planning Department into consideration.
  5. On the 1st June 2012, the Project Board agreed that that the scheme should be developed into a Planning Application and on the 19th July 2012, the project Political Steering Group and Project Board received a presentation of the scheme and agreed that a Planning Application should be submitted.

Resource Implications:  

There are no manpower implications.  The cost of the Planning Application is being funded from a capital vote. There will be no impact on net States expenditure as a result of this decision.

Action required:  Instruct Officers to submit a Planning Application for the proposed Police headquarters at La Route du Fort.

Police Headquarters relocation project – Submission OF A PLANNING APPLICATION

 

Purpose of the Report

The purpose of this report is to seek approval for the submission of a Planning Application for the proposed new Police headquarters at La Route du Fort, St Helier.

 

Background

Work to provide new Police facilities has a long history. In 1999 it was first decided that an alternative site should be found for the Police. Between 1999 and 2011 work was undertaken, including two feasibility studies which investigated a total of 24 alternative sites, and the submission of a formal planning application for a new Police headquarters on the Summerland site, which did not progress further.

 

Following a critical review of Police space requirements, in 2009 the proposal to acquire Lime Grove House was progressed as part of a split site option. In August 2011, this option became unavailable.

 

Since then, officers have undertaken a review of sites, identified the preferred site and undertaken a full feasibility study on the proposed Route du Fort site. As part of this process, consultation was undertaken with neighbours and the public in February 2012 and the outcome of consultation used to redesign the scheme to address many of the points raised. Discussions with the Planning Department have been ongoing through this process.

 

The proposed scheme will also allow the Summerland site to be vacated and used for much-needed affordable housing in the Island.

 

Discussion

The Project has a governance structure comprising an officer Project Board (Chaired by the Treasurer) and a Political Steering Group (Chaired by the Assistant Treasury and Resources Minister).

 

On the 1st June, 2012 the Project Board agreed that the revised scheme should be developed into a Planning Application. On the 19th July, 2012 the Political Steering Group and Project Board received a presentation on the proposed scheme and agreed that a Planning Application should be submitted.

 

Whilst the submission of a Planning Application would not normally require a Ministerial Decision, in recognition of the size and high profile nature of the scheme, the Political Steering Group agreed that a Ministerial Decision should be signed approving the submission in this instance.

 

The Political Steering Group also agreed that the submission of the application should be supported by a communications plan, including a meeting for States Members, media release, meetings for near neighbours and a public information meeting in the Town Hall.

 

 

Financial Implications

The cost of lodging the planning application will be met from within the currently allocated capital budget.

 

At this stage it is anticipated that the project will be contained within the budget currently allocated and proposed within the long term capital programme within the Medium Term Financial Plan. Development of the overall scheme is subject to achieving planning permission and the project budget will be refined during the detailed design process.

 

Recommendation

The Assistant Minister is recommended to approve the submission of a Planning Application for the proposed Police headquarters at La Route du Fort, St Helier.
