PROPOSITION
The STATES are asked to decide whether they are of the opinion –
in accordance with Article 18 (1) of the Employment of States of Jersey Employees (Jersey) Law 2005, which is concerned with the appointment of Commissioners to the Jersey Appointments Commission, to re-appoint Mr Brian Curtis as a Commissioner for a period of four years.

Appointments Commission: Re- Appointment of a Member
Introduction:
The Chief Minister recommends the re-appointment of Mr Brian Curtis as a member of the Appointments Commission for a period up to 2013.
The Chief Minister and States Employment Board are satisfied that Mr Curtis remains a fit and proper person for this appointment, in accordance with the criteria set out in Article 18 (3) of the Employment of States of Jersey Employees (Jersey) Law 2005. Mr Curtis’ reappointment will ensure continuity within the membership of the Jersey Appointments for the reasons cited in this report.
Background:
The Appointments Commission members’ periods of office expire as follows:
Mr M Liston (Chairman) - 23/02/10
Mrs C E Rees (Deputy Chair) - 23/02/10
Advocate R Colley - 23/02/09
Mr B Curtis - 23/02/09
Mr K Soar - 18/04/11
It is important to retain the experience of Mr Curtis as Advocate Colley, after 7 years service as a Commissioner, has decided not to extend her term of office which expires in February 2009. Mr Liston’s and Mrs Rees’ periods of office expire in 2010. A new Commissioner is to be recommended for an appointment by the Chief Minister following recruitment in March 2009.
Mr Curtis has been a member of the Commission for 3 years and his re-appointment for a further period of 4 years will assist in maintaining continuity within the membership of the Appointments Commission.
Financial and manpower implications:
This proposal does not have any additional resource implications.
There are no additional financial implications arising from this proposal, as there is already a budget in place for the costs associated with the running of the Appointments Commission.
Recommendation:
The Chief Minister proposes the re-appointment of Mr Brian Curtis as a Member of the Jersey Appointments for consideration by the States assembly
