REPORT TO THE HOUSING MINISTER
TRANSFER OF ‘CRISIS’ HOUSING PROPERTIES FROM
JERSEY PROPERTY HOLDINGS TO THE HOUSING DEPARTMENT
Purpose of Report
To seek the approval of the Minister to transfer certain ‘crisis’ residential properties and associated budgets from the balance sheet of Jersey Property Holdings (JPH) to that of the Housing Department.
Background
In June 2005 the States agreed to the creation of a new property holdings department to be responsible for the administration and maintenance of all States property with the exception of social rented housing and property administered by the trading departments.
On 10th January 2007, the Minister for Housing approved the transfer of those public assets under the administration of the Housing Department which were at that time not part of the States owned social rented stock (MD-H-2006-0082 refers.)
Amongst the assets transferred were the following 4 properties:-
26 West Park Avenue | Occupied by the Jersey Council on Alcoholism |
29 St James Street | Occupied by the Shelter Trust |
35 Kensington Place | Occupied by the Shelter Trust |
Rocheby | Occupied by the Women’s Refuge. |
A further two properties which provide like functions have also been identified, these are:
19 Midvale Road | Occupied by the Shelter Trust |
Southwood, Belmont Road | Occupied by Causeway Association |
Proposals
It has become increasingly evident that all of these properties, whilst not operationally managed by the Housing Department, are nonetheless providing a social housing function for the Island and should in all practical terms be included within the property portfolio of the Housing Department who have overarching responsibility for social housing provision.
It is proposed that all six properties be transferred from the JPH balance sheet to that of the Housing Department together with the associated budgets in perpetuity, as follows:

An appropriate adjustment will be made for 2010 to reflect expenditure made and income received in the current year to date together with associated budgets.
Resource Implications
No resource implications other than the budget transfers as set out above.
Recommendations
That the Minister:
(i) Agree to the transfer of the following properties from the balance sheet of Jersey Property Holdings to that of the Housing Department with effect from 1 July 2010:
· 26 West Park Avenue
· 29 St James Street
· 35 Kensington Place
· Rocheby
· 19 Midvale Road
· Southwood
(ii) Approve the transfer, in perpetuity, of the respective income, expenditure and depreciation budgets relating to all of properties transferred, as set out above, from Jersey Property Holdings to the Housing Department with effect from 1 July 2010, with appropriate adjustments for the part year impact in 2010.
