Purpose of the Report
To enable the Minister to determine the status of Clairval Cottage (now Holly House) and Masion des Tours, La Grande Route de St Clement, St Clement on the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey.
Background and discussion
As a result of redevelopment in the vicinity of Clairval, a 19th century farmhouse registered as a Building of Local Interest in St Clement, there is a need to clarify and review the status of a number of buildings and places on the Register. The attached report, dated 14 September 2010, seeks to provide some background to this.
The issues that require review and determination are set out below relative to the respective properties:
Clairval (CL0073)
A 19th century farmhouse registered as a Building of Local Interest. This building itself has been unaffected by redevelopment in the locality but the extent of the historic significance of the extent of its curtilage has been reviewed in light of adjacent development. The building and place will be comprehensively reviewed as part of the ongoing Historic Environment Resurvey;
Clairval Cottage (CL0020)
Cottage. Early C19. Single storey and part attic. Granite gable wall facing road and stucco walls. Slate roof. Timber sash windows in 4 panes. Possibly an ‘old forge’. Registered as a Building of Local Interest.
This property was demolished and redeveloped in 2002 under the auspices of PB/2002/2938. It is now known as Holly House.
As a new house, it has no heritage value and requires removal from the Register.
Maison des Tours
New dwelling (P/2002/0239) erected within the loosely defined curtilage of Clairval.
As a new house, it has no heritage value. Clarification and review of the curtilage boundary for Clairval will ensure that this building does not feature on the Register, as set out in the attached report.
Legal and resource implications
The inclusion of buildings and places in the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey is consistent with the purposes of the Planning and Building (Jersey) Law 2002.
Recommendation
The recommendation of Jersey Heritage is to;
- maintain Clairval (CL0073) as a Building of Local Interest in the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey but to amend the defined historic curtilage of the property to exclude the new building known as Maison des Tours;
- remove the former Clairval Cottage (now Holly House) from the Register as a BLI (CL0020).
Reason(s) for Recommendation
- The particular interest of Clairval (CL0073), justifies its inclusion on Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey as a Building of Local Interest pending re-evaluation as part of the ongoing HE Resurvey;
- The particular interest of Clairval Cottage (now Holly House) as a BLI (CL0020) has been lost as a result of its demolition and redevelopment.

- Update the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey
- Notify Development Control
