St Helier Street Life Programme: Conway Street
Decision to proceed with an amended scheme
The outcome from the recent public consultation exercise undertaken for the proposals to improve Conway Street for the pedestrian was that there was general support. On this basis, the Minister for Planning and Environment has decided that the scheme will go ahead.
As a direct result of some of the comments made to him arising from our recent consultation he has, however, made a number of changes to the scheme. These are outlined below.
1. to ensure that parking for people with disabilities is close to where they need to go the displaced parking for people with disabilities will be provided in Broad Street (two spaces outside the Blue Note bar) and Esplanade (two spaces). The existing on-street parking in Hope Street and Dumaresq Street will, therefore, remain unaffected;
2. to ensure that there is greater availability of space to service business the proposed delivery bay in Conway Street will be available throughout the day;
3. the proposed feature lighting will be removed from the scheme. Further consideration may be given to the potential for private sponsorship of a ‘gateway feature’
The Minister also considered all other comments from the consultation feedback and these have all been examined in greater detail: in the case of some, it has been decided that they do not warrant changes to the scheme. In the case of others, further work is required and this is ongoing. The revised scheme will cost in the region of £190,000 to implement with funds from the Planning and Environment Minister’s Urban Renewal Programme. Work will commence on Tuesday 18 April 2006.
The work will be undertaken in two phases: the first phase will see the completion of the footpath on the western side of the street. This will be done before the end of May and will ensure that one side of the street is improved for use during the rest of the summer. The remainder of the scheme, involving the pavement on the eastern side and the work in the road itself, will be carried out between September and the end of November. A programme of work is outlined below and a plan of the works is attached (hyperlink to plan):
