Assistant Minister for Economic Development, Deputy Alan MacLean has announced the appointment of three Commissioners to sit on the newly launched Shadow Gambling Commission.
The new Commissioners are Graham White OBE, Peter Cruickshank and Jeremy Arnold. Graham White has been appointed Chairman
The role of the Shadow Commissioners is to prepare for the transition to a statutory Gambling Commission and to advise Senator Philip Ozouf, the Minister for Economic Development, and Assistant Minister, Deputy Alan MacLean on changes to the Island’s gambling laws.
The Shadow Commissioners will work with senior managers within the Economic Development Department to ensure that:
• Jersey retains its excellent international reputation as a well regulated jurisdiction;
• Business growth and investment is encouraged; and
• Potential harm is minimised and programmes introduced to protect the young and the vulnerable.
The Commissioners appointments have been made for a maximum of three years by which time the States is expected to have debated the Gambling Commission (Jersey) Law and Gambling (Jersey) Law. If approved by the States it is expected that the three Commissioners will continue to sit on the Commission’s Board for the first full term, to ensure consistency of approach and continuity of expertise and advice.

Graham White OBE served the Gaming Board for Great Britain and latterly the UK Gambling Commission from 1983 to the end of 2005 and held the post of Chief Inspector since 1996. In this capacity Mr. White advised HM Government and Gaming Board Officials on all matters relating to gaming legislation, inspection and enforcement. He was chairman of the Technical Committee of the Gaming Regulators European Forum and chaired various sub groups of the International Association of Gaming Regulators including intelligence, probity and compliance committees.
Prior to joining the Gaming Board Mr. White enjoyed a career in the British Army, retiring from active service in 1983 in the rank of Major. Mr. White is a board member of the Gordon House Association, a specialist provider of residential treatment for addicted gamblers.
Peter Cruickshank has been involved in the banking and finance industry since joining the Westminster Bank in 1968.
In 1984 he was instrumental in forming Channel Islands Money Brokers Limited, Jersey and Guernsey, the first totally independent money broking companies in the Channel Islands. As Director of Treasury he was responsible for all aspects of the company's interbank trading and administration. From 1990 to 1992 he held the post of Secretary of the London Sterling Brokers Association, a position requiring liaison on Financial Regulatory issues with the Bank of England's Money Markets Division.
In his capacity as Chairman and Managing Director, Mr Cruickshank established Channel Islands Money Brokers Limited as the largest and most successful money broking group in the Channel Islands.
Mr Cruickshank has served as a member of the States of Jersey Public Lotteries Board since 1977 and currently holds the position of Deputy Chairman.
Jeremy Arnold qualified as a Chartered Accountant in 1962 and worked for Touche Ross in Sydney and San Francisco before joining Arthur Andersen in London in 1966. He opened the firm’s Birmingham office in 1971. Mr. Arnold became a partner in 1974 and transferred to the Toronto Office in 1976 where he ran the audit practice for 13 years. In 1989, he moved back to Europe to work in the Brussels Office until his retirement. During his time in Belgium, he was the liaison partner for training in Europe, Middle East, India and Africa.
Mr. Arnold moved to Jersey in 1991 and retired in 1994. Since retirement, Mr. Arnold has spent his time on projects for Andersen, which has involved considerable time in the Middle East. He has a number of directorships and is a non-executive adviser to a Channel Islands law firm. Mr. Arnold currently serves as a member of the Public Lotteries Board and has done so since 2005. Mr. Arnold was also a member of the Audit Committee of the States Housing Department.
