One of Jersey’s busiest roads, La Route de la Haule, carrying over 2,200 vehicles per hour, was last resurfaced 19 years ago. Now in poor condition, essential road maintenance work will be carried out starting Tuesday 30 January over a period of 14 weeks, managed by the Transport and Technical Services Department.
The works will start at La Haule Slipway and continue to Bel Royal. The section of road between Beaumont and Bel Royal is in particularly poor condition and significant strengthening works are planned to reduce future maintenance costs.
To avoid the major traffic disruption and long delays, that would otherwise occur, the road will always be fully open for peak hour traffic and much of the work will be carried out during evenings (Monday to Fridays 6.30pm –2.00am), with all noisy working being strictly limited to before 11.00pm.
The works will take place in two phases. The first phase will take approximately 5 weeks and is from La Haule slipway to Beaumont. The working hours will be Monday to Friday 9.00am – 4.30pm and 6.30pm – 2.00am. During the day, the road will be made one way from Beaumont to La Haule, town bound traffic from St Brelade will be diverted via Beaumont Hill, and during the evenings the road will be closed and all traffic will be diverted via Beaumont.
During the first phase, the outward bound bus services from town will be as normal, but when returning to town, buses will have to travel via Beaumont Hill missing out the St Brelade’s area. These stops will be serviced by a shuttle bus travelling to the bottom of Beaumont Hill via the seafront promenade, where passengers can catch the scheduled service. Bus stops within the resurfacing site itself will be relocated on to the promenade for the duration of the works. Information for passengers will be posted on affected buses and at bus stops and at other key locations.
The second phase is on the busiest section of road, from Beaumont to Bel Royal, and will take approximately 9 weeks. To avoid the significant traffic disruption that would otherwise occur, it is essential that the works take place only during evenings, Monday to Friday 6.30pm – 2.00am, when traffic flows are lower. During working hours the road will be made one way for West bound traffic from Bel Royal to Beaumont. Town bound traffic will be diverted via Mont Fallu or La Rue du Craslin, which will be made one way each evening to ease traffic flows.
Also during the second phase, occasional full road closures will be required and to reduce disruption these will take place after 9.00pm, warning notices will be posted in advance, special diversions signed and special provision will be made for buses to ensure delays are minimised.
This project requires long diversion routes and significant delays are anticipated during working hours. The travelling public is advised to allow more time for their journeys and motorists are requested to avoid the area if possible.
Transport and Technical Services will be liaising with Ronez Ltd to ensure that nuisance and disruption is minimised and managed. Where inconvenience is inevitable, residents, the travelling public and businesses will be provided with clear information in advance of the work. Advertisements and signs identifying the extent of the works and diversions will be posted leading up to the works.
