Appointment of North of Town Masterplanner

After consultation with the North of Town Masterplan Political Group the Minister for Planning and Environment, Senator Freddie Cohen, has appointed a consortium of Hopkins Architects, Naish Waddington Architects and Robert Townshend Landscape Consultants to prepare a three-dimensional masterplan for the northern part of St Helier to enable the options for the future development in the area to be visualised.

Three UK based Architectural practices with both local knowledge and significant and successful masterplanning experience were invited to partner Jersey architectural practices, submit tenders and attend a competitive interview.  Three Jersey Architectural practices were also invited to tender.

The interview panel consisted of the Chief Executive Officer, the Director of Planning and the Department Architect and Advisor to the Minister. The project will be managed by the Planning and Environment Department

The Masterplan for the area will provide for:

  • The town park and other amenity space
  • Residential, Shopper and Commuter, parking facilities
  • Outline proposals for the identified potential development sites within the area of study, to include uses, mass, scale and appearance
  • Provision of defined pedestrian routes through the area

The masterplan will take a holistic view of the regeneration of the northern part of the Town and bring forward proposals relating to the numerous potential development sites in this area.

The masterplan will be developed in three months under the supervision of the North of Town Masterplan Political Group. The group comprises: the Constable of St Helier, Deputy Pryke, Deputy Martin, Deputy Le Claire, Deputy Duhamel, Deputy T Pitman and Deputy Lewis.

Work on the masterplan will begin this week and the process will involve consultation with stakeholder groups including residents, representative resident groups, landowners and businesses. It is expected that the masterplan will be published in three months.
