The North of St Helier Flood Alleviation Project has now started, with service companies carrying out enabling works in Phillips Street and Providence Street.
Transport and Technical Services (TTS) is undertaking the £5.6m project to improve the drainage system and minimise the risk of flooding in the area .The main phase of the project will start around August and continue until early 2013.
The current sewerage network in town collects both rain water and foul sewage into the same pipes. As a result of development, over the years, the quantity has become too much for the system to handle in times of heavy rainfall, and flooding has occurred. This project will allow surface water and foul sewage to be collected separately and diverted into a large trunk sewer which by-passes the town. This not only reduces the risk of flooding but also reduces sewage treatment costs by allowing the surface water to drain directly out to sea.
The main aspects of the project include the construction of a 20 metre deep access shaft, an overflow chamber, new foul and surface water tunnels running from the overflow chamber to the existing surface water tunnel and the cavern, as well as the commencement of a new surface water sewer system in Providence Street and Charles Street which will enable the future extension of a separate sewer network to Mont Millais and Colomberie.
TTS and their contractors will try to keep any disruption to a minimum, but there will be traffic restrictions which will be notified on the States of Jersey website and relayed through the media.
It will be necessary to suspend approximately 75 public car parking spaces in Ann Court Car Park from July this year until January next year. This will enable the construction of the shaft and tunnels and also provide an area for plant and material storage and offices. It will also be necessary to suspend approximately 10 public car parking spaces at Snow Hill. This will provide access to the existing tunnel and a working area for plant and materials. However, approximately 30 temporary public parking spaces will be created in Charles Street and TTS has also entered into negotiations with the owners of the Ann Street Brewery site to create approximately 45 further temporary public parking spaces.
