Plans for 63 news homes at Beaumont were today (15 March 2018) approved by Jersey’s Planning Committee.
The application (P/2017/1479) proposes building the new flats on an existing commercial site - the Channel Island Co-operative Society supermarket and other buildings and land in the area.
A planning department report recommended approval of the application. It described the plans as a ‘unique opportunity to remove an unattractive building, improve a listed building, address access and transport issues and create a number of new residential units in a pleasant setting with access to a range of modes of transport’.
The plans attracted 23 letters, some in support, others raising concerns about traffic, parking, scale and design and damage to the natural environment.
The department’s report acknowledges that the flats will be taller than other buildings in the area but says they won’t be overbearing, and adds that the significant development won’t appear cramped because of nearby fields, parking and improved landscaping.
Parts of the old Occupation or German bakery on the site, which supplied food to the German Army and its labour force, and is a grade 4 listed building, will be saved. But the Department of the Environment’s Historic Environment officer expressed concern about the demolition and reconstruction of some of the building.
The scheme proposes improvements to travel and transport and pedestrian safety in the area, funded in part by a significant Planning Obligations Agreement with the developer, Dandara.
The Planning Committee agreed that the proposal would result in a comprehensive redevelopment of an unattractive commercial building, creating attractive residential units, and improving a public car park and access through the site and to the adjacent supermarket. The applicant company was praised for the amount of pre-application consultation work it had carried out with neighbours and other interested parties.
New hangars
Ports of Jersey plans to build three new 24,000 sq. ft. aircraft hangars to lease to private aircraft owners were also approved by the Planning Committee.
Committee members had previously delayed a decision on the plans so they find out more about the possible noise impact of the development. In response, the applicant had provided additional information and proposed improved noise protection for neighbours.
Ports of Jersey thinks there’s demand for a dedicated, purpose-built facility from local owners and high net worth individuals and submitted an application (P/2017/1184) for three large aircraft hangars on Le Mont Fondan, near Mont à la Brune, St Peter.
