The Chief Minister, Senator John Le Fondré, today signed a Ministerial Decision confirming his intention to appoint Deputy Carolyn Labey, Chair of the Jersey Overseas Aid Commission, to the newly created role of Minister for International Development.
The creation of this role emphasises the Island’s responsibilities as a credible international actor and a long-term force for good in the world, and brings Jersey into line with many EU and OECD countries. The creation of a Minister for International Development will also increase the accountability of Jersey’s overseas aid programme to the States Assembly, and ensure it is well coordinated with the Island’s other international engagement including trade, culture, diplomacy and the arts.
Senator Le Fondré commented:
“States Members have already elected Deputy Labey to the role of Chair of the Jersey Overseas Aid Commission. I warmly welcomed this decision, given Carolyn’s exceptional achievements in her first term as Chair.
“I am certain that as Minister for International Development she will continue with that success, both for the communities where we engage and for the Island. In addition, I look forward to her contribution to the government as part of the Council of Ministers.”
Deputy Labey thanked the Chief Minister for his words, adding:
“Since 1968 Jersey has been providing lifesaving humanitarian and development assistance to the world’s poorest people. This step recognises the importance of this work, not only to its many beneficiaries but to our generous and outward-looking Island, and sends a clear signal about Jersey’s global capabilities and intentions. I am delighted that the Chief Minister intends to appoint me to this role.”
The structure of the Jersey Overseas Aid Commission, as a States-funded Arm’s Length Body, will remain unchanged, guaranteeing its ongoing independence and effectiveness.
