The Treasury Minister has approved further funding to support the next stage in establishing a modern, customer-focused, value-for-money and joined-up public service.
A number of projects are under way to accelerate the transformation of the public sector. They are all being funded from current and underspent 2017 budgets and include projects to speed up the pace of change in Children’s Services, to support the upcoming Ofsted report on Children’s Services, to enable culture change throughout the organisation, to modernise financial management and to ensure best practice during the recruitment of senior leaders.
Senator Alan Maclean has now agreed to transfer up to £300,000 to transform Communications and Engagement. A new ‘one government’ Communications function, under a Director of Communications, was approved by the Corporate Strategy Board in January. This follows a detailed audit that found the existing structure perpetuates duplication, inconsistency, silo working, extensive spend on external agencies, and poor staff engagement. This transfer provides interim funding for the Director of Communications role and resources for the new unified Communications function.
The proposed new ‘one government’ structure also includes a new Director of Local Services to improve engagement with parishes, the third sector and Islanders, and to help to design the new services for the proposed Department of Customer and Local Services. The transfer provides interim funding for the new post of Director of Local Services, pending the full allocation of resources for the proposed Department of Customer and Local Services.
