Islanders are being advised to travel with care when venturing out as efforts continue to reopen roads as part of Jersey's recovery plans in the aftermath of Storm Ciarán.
Although many roads remain impassable, Highways Inspectors from the Infrastructure and Environment (I&E) Department are touring the Island to clear fallen trees and debris, and to determine what is outstanding.
Some households have been affected by power outages and a loss of mobile phone services, and operators are working remotely to restore services and will complete on-site visits when it is safe to do so.
A dedicated Jersey Electricity phone line has been set up for customers without power: 01534 505422.
Islanders are also asked to check on neighbours, friends, and family members, particularly the elderly and those who are vulnerable. For any general non-emergency needs, please call 612 222.
Schools
Assessments are also being made at schools with a view to reopening on Monday, but parents are urged to wait to hear from head teachers for news of individual schools.
Other CYPES services will reopen:
· Jersey Youth Service: projects will re-open as normal on Saturday 4 November. This includes the Youth Enquiry Service, which is open to provide free and confidential advice for children and young people aged 12-25. The drop-in service at Eagle House, Colomberie will run as usual between 11am and 4pm.
· Jersey Library: the town library and the branch library at Communicare will re-open on Saturday 4 November in line with usual opening times.
· Skills Jersey: Bermuda House will open as normal on Monday 6 November.
· Liberte House: Routine appointments at CAMHS will resume on Monday 6 November. Staff at CAMHS and within Children's Social Care will remain available to provide critical and urgent services for vulnerable children and families as needed over the weekend.
Health Services
There is superficial damage to some parts of the health estate which is being repaired but there is no impact to operational services, or to the safety of patients or staff. Meanwhile, one patient remains in hospital following Storm Ciaran and is in a stable condition.
Some health services are available today (Friday) with full or reduced services. Patients have been contacted if they are to attend today and reduced services will be reinstated fully over the coming days:
- Outpatients
- Planned Surgery
- Community and Mental Health teams
- La Chasse
- Enid Quenault Health and Wellbeing Centre
- Home birth service (from Saturday at 8am)
- Day Centres and the Dinner (from Monday)
- Le Bas (from Monday)
The emergency department remains open as usual for life threatening, serious illnesses, or injury and the Mental Health Crisis Team remains operational 24/7. Please call 01534 445290.
Public Buildings
We are currently assessing all Government and Public buildings and facilities, but please report any observed damage to these buildings due to Storm Ciaran to our Jersey Property Holdings helpdesk on 449222 or the out of hours duty maintenance officer on 07797 749 222.
Sports Facilities
- Springfield will be open again on Saturday (4 November), to include the Active Gym and classes; the 3G pitch and ball park; the Blue Room and the café. The Active permit holders car park may only have limited parking available due to fallen trees and the playpark remains restricted due to tree damage.
- Les Quennevais main building will remain closed this weekend. It had been hoped to re-open tomorrow (Saturday) but an issue has been discovered with the roof of the main sports centre. The outdoor facilities at Les Quennevais, including the skate park, remain closed for sport but will be reviewed on Monday. The cycle track around the playing field has a significant number of trees down. We continue to urge people not to go to the playing fields at Les Quennevais due to the damage and ongoing clean up required.
- Oakfield; Haute Vallee and Langford are open for normal activities from Saturday.
- Fort Regent will be open on Monday.
Shops and Businesses
Government officials have confirmed with retailers and supermarkets that they expect to be well stocked, including with fresh food for the weekend.
The Commodore Goodwill docked this morning with the usual freight for retailers and distribution is continuing across the Island. A further Goodwill Jersey only sailing is expected tomorrow morning. We ask Islanders to continue to be respectful of others when purchasing products and to buy responsibly in the shops and supermarkets.
Displaced Residents
We visited many of the families last night and will continue to provide support, advice and guidance at this very difficult time. We will also be available over the weekend to offer support working across the Government of Jersey and with Andium on a case-by-case basis to support families with a range of practical and emotional support.
Weather
Jersey Met Office has confirmed that the weather remains unsettled with further wet and windy spells, which is normal for this time of year. However, there are no signs of any significant storms or heavy rainfall events affecting the Channel Islands over the next six days.
There will be occasional gales and rainfall over the weekend, but this will be much less than what was experienced on Wednesday night and Thursday morning. The winds will ease later on Sunday morning.
Islanders are asked to secure any garden furniture and equipment and clear debris where possible.
