Temporary exemption for registered and licensed employees to take second job extended

A temporary exemption that makes it easier for registered and licensed employees to take a second job has been renewed for an additional year.

This measure helps businesses secure extra staff and facilitates the best use of workers already in the Island.

Acting in her role as Assistant Chief Minister, Deputy Lucy Stephenson, a member of the Population and Skills Ministerial Group, has signed a Ministerial Order to renew an exemption to the Control of Housing and Work Law from the end of 2023 through to 31 December 2024.

This exemption allows a business to employ registered and licensed part-time staff provided that they are already employed using a registered or licensed permission with another employer, are continuing to work for that employer and have no relevant restrictions on their Immigration Visa conditions. Under these conditions, staff can take on any number of part-time roles with any number of other employers.

A business can employ as many of these workers as needed. There is no requirement for the business to seek additional permissions on its business licence or inform Business Licensing. Businesses will need to include details of these part-time workers when submitting their Combined Employer Return and mark them as exempt in the Manpower section.

Deputy Stephenson said: "Signing this Ministerial Order to renew this exemption more than three months in advance of the due expiry date helps to give both part-time workers in second jobs and the businesses that employ them the knowledge that this exemption will stay in place for 2024 and the confidence to plan ahead.

"This exemption helps to bring together businesses seeking additional staff and workers looking for an extra income and reflects our commitment to be adaptable and help provide the framework that allows for maximising our Island workforce and support our local businesses."
