This report was commissioned by the Planning and Environment Department to inform the Island Plan Review process and more specifically to assist in determining:
- the remaining life of La Collette II reclamation site for waste disposal
- the time it will take to create land at the site for the possible relocation of the Tank Farm
The study examines:
- the nature of the reclamation site
- agreed plans for the extent and levels of fill
- historic figures on the tonnage of material being deposited at the site
- the rate at which land was being created
It also takes into account principal factors affecting the remaining life expectancy, including:
- the impact of Site Waste Management Plans used on development sites
- changes in the level of construction activity
- the growing activities of private waste management contractors
- the financial disincentive of the gate fees at La Collette
- and the performance of the La Collette Reclamation Centre
The report concludes that La Collette II should be closed to the general receipt of inert waste in 2016, but recommends that permission be sought to enable temporary super filling of inert waste at the site until a replacement inert waste disposal site is made available (eg at La Gigoulande or Simons Sand).
It also recommends that:
- the southern area of land identified for super fill at La Collette II should be reserved for ash deposit
- the States should retain an option to utilise both La Gigoulande and Simon Sand to secure Jersey’s waste disposal needs for the long-term benefit of the Island
The new Energy from Waste plant came into service in 2011. This new plant produces segregated fly and bottom ash streams enabling better recovery and recycling of the bottom ash.
