What are Service Performance Measures
The Service Performance Measures (SPMs) report on department’s short-term performance. They provide a broad overview of the delivery of key services by government departments.
Service Performance Measures form half of the Jersey Performance Framework. The other half of the Jersey Performance Framework are the
Island Outcome Indicators (IOIs).
These are longer-term indicators showing how Jersey is progressing towards its Sustainable Wellbeing goals.
Service Performance Measures 2024
In 2024, responsibility for collating and publishing Service Performance Measures was transferred to departments, rather than the centrally co-ordinated collection and publication previously. In August 2024, departments published which 2024 Service Performance Measures they would be collecting and publishing data against in their business plans.
During the transition to departmental led publication, the central Analytics and Statistics Enablement team have collated, quality assured, and published data on the SPMs relating to the first half of 2024.
Going forward, departments will be responsible for publishing their end of year Service Performance Measures data.
Time series have been included where possible. Due to the change from quarterly to half yearly data collection, care should be taken when interpreting time series for count data, as this most recent data point captures two quarters of activity.
As well as the data itself, each measure is given a RAG (Red / Amber / Green) status based on the targets as described in the departmental delivery plans. Unless otherwise specified (in the notes section), the status is given as in the table below.

Of the 89 quarterly or biannual measures, the data was not received in time for publication for 2 measures.
Of the 83 measures that have been given a RAG rating: 31 (37%) have Red status; 8 (10%) have Amber status; 44 (53%) have Green status.

Red, amber, green status
A red, amber or green (RAG) indicator shows the status of each measure to date. Notes are provided where necessary to provide context and a clear definition of the measure is displayed.
