The building is also significant for being an early example of a public library, possibly the first in the British Isles. Context n/a External Description Terrace onto street, 3 storey, 3. bay. Front (north) elevation: Slate roof, single small box dormer in centre with a 4 pane (2/2) sash window. Rendered chimneys. Cast iron gutter with lion head mouldings. Cast iron hopper head on either side with the initials P F. Ground floor forms a granite plinth for the upper floors which are brick detailed with burnt headers. Granite quoins and string course between first and second floors. Second floor windows are 12 pane (4/8) sashes with an arched head and no horns. First floor windows are 16 pane (8/8) sashes with an arched head and no horns. Ground floor windows are 12 pane (4/8) sashes with an arched head and no horns, matchboard shutters. Double doors with 3 panels each in centre of elevation. Stone threshold step with iron mud scrapers cut into the granite on either side. Side (east) elevation: Gable end. Rendered stucco effect with granite quoins and string courses between each floor level. No openings. Internal Description Modern office fit out to first and second floors with a deep false ceiling on the first floor.
