New Jersey General Licence (Payments to Revenue Authorities)

1. On 30 September 2024 the Minister for External Relations (the “Minister") issued General Licence (Payments to Revenue Authorities) - INT/JSY/2024/1 (the “Jersey General Licence").

2. The Jersey General Licence, permits those activities authorised by the UK General Licence – Payments to Revenue Authorities INT/2024/4881897 (the “UK General Licence"), under the same Autonomous UK Sanctions Regulations listed in Annex 1 of the UK General Licence. 

3. Additionally, the Jersey General Licence includes provision for accountants or other equivalent service providers to receive payment for the preparation and submission of tax returns on behalf of UK Designated Persons, subject to a cap of £2,500, and for financial institutions to process these payments. The meaning in Jersey of the definitions in the UK General Licence is also clarified.

Reporting requirements 

4. Those who rely upon the Jersey General Licence must report to the Minister within 10 working days of making a permitted payment, with details of the payment and the supporting evidence, as set out in paragraph 7 of the UK General Licences. Reports should be submitted to sanctions@gov.je.

5. It is the responsibility of any party using a Jersey General Licence to ensure the activities they undertake fall within the terms of the licence and that they comply with any of its conditions. 

6. As is the case with specific licences, a person commits an offence, and is liable to imprisonment for a term of 5 years and to a fine, if the person purports to act under the authority of a Jersey General Licence but fails to comply with any condition to which the licence is subject.
