Bagatelle Safer Routes to School project
The Bagatelle project will make it safer for children and families to travel to school in Le Mont Millais and Bagatelle Road area. It also aims to improve walking, cycling and bus access.
This project has been developed in response to the public engagement on
Bagatelle Road safer routes to school. Feedback received from the community and key stakeholders showed that respondents want to see:
- a reduction in the volume of traffic
- better and more crossing points
- a safer road environment
The project includes:
- Jersey College for Girls (JCG) crossing improvements on Le Mont Millais
- Fountain Lane traffic restriction trial
- Clarence Road pedestrian crossing trial at Victoria College Preparatory (VCP)
More improvements are planned between St Saviour’s Primary School and Victoria College Preparatory School. These will be delivered in another phase.

JCG crossing improvements on Le Mont Millais​
We’ll upgrade the existing pedestrian crossing on Le Mont Millais next to JCG with a signal-controlled crossing. This will provide safer access to the school, bus services and car park.
The main changes include:
- upgraded pedestrian crossing and new waiting area
- widened footways
- changes to the school boundary wall to improve visibility of the crossing
Improvements will be made in the summer 2025 school holidays and should be in place for the start of school in September.

Fountain Lane traffic restriction trial
We’ll add traffic bollards on Fountain Lane to create a tra¬ffic free pedestrian and cycle zone. This will make it safer to walk and cycle to the schools in this area.
The trial will start in April 2025 during the school Easter holidays and last 1 year.
Access will be maintained to properties for residents, businesses and servicing from Claremont Road or Belvedere Hill. No through traffic will be allowed.
This trial was developed with the Parish of St Saviour who administer the road.
To monitor the impacts of the trial we will:
- install traffic counters at the junction of Fountain Lane with Claremont Road
- collect feedback
- do a consultation
Before the end of the trial in April 2026, we’ll decide if the improvements will be made permanent.
Similar improvements were made to Rue du Maupertuis after a trial period. This made 77% of Le Rocquier students using the route feel safer when travelling to school.

Clarence Road pedestrian crossing trial at VCP
This trial will create a pedestrian priority zone and change traffic circulation. This will provide a safer walking route to VCP and schools on Le Mont Millais.
The trial will start in April 2025 during the school Easter holidays and last 1 year.
The main changes include:
- traffic free pedestrian crossing area using traffic bollards on Clarence Road at the junction with Pleasant Street, Grosvenor Street and College Hill
- changes to traffic movement. Traffic will be:
- allowed from Pleasant Street to Grosvenor Street and College Hill to Clarence Road
- not allowed to go straight on from Pleasant Street to Clarence Road and from College Hill to Grosvenor Street
Access to all properties will be maintained via other routes.
We developed the trial following stakeholder engagement and analysis of pedestrian and traffic counts we did on Clarence Road and surrounding roads.​

- install traffic counters at the junction of College Hill with Le Mont Millais
- collect feedback

Map and concept design of Clarence Road pedestrian crossing trial​​​​​​
Trinity School trial
From September 2024 to July 2025, temporary road ​improvements will be in place outside Trinity School on La Route de la Trinité.
The trial includes:
- reduction of speed limit to 20mph
- pedestrians crossing build-outs
- improved waiting area for bus users​
- traffic calming measures​
If you’re travelling by car to Trinity School, you should park in The Riley Field.
Motorised traffic won’t be able to turn right from La Route de la Trinité into Les Ruelles at any time.
As part of Trinity School Street pilot, Les Ruelles will also be closed to motorised traffic Monday to Friday:
- 8.15am to 9am
- 2.30pm to 3.15pm
Trinity School will be managing the access.

About the trial
The trial is in place to improve facilities for pedestrians and bus users at Trinity School.
It provides:
- safer pedestrian access to Trinity School for children, families and staff
- safer waiting areas for bus users or crossing to La Route de la Trinité
- safer crossing between La Route de la Trinité and Les Ruelles
Before the trial, it was difficult for Trinity School children and parents to cross the main road. It also limited access for the school to use The Riley Field for lessons and play.
The bus waiting area was on the road. Children would sit on the safety barrier at the edge of the road where there is a steep fall behind them.
To address these issues, we provided:
- temporary footway build outs to narrow the road and improve the crossing facility. The build outs also provide an improved waiting area for bus passengers and slow down the traffic
- a full time 20mph speed limit. This is to slow down the traffic and help the school access The Riley Field​​​
Upcoming projects
More improvements are planned between St Saviour’s Primary School and Victoria College Preparatory School.​

What Safer School Zones are
Safer School Zones are the roads near schools that we can improve to make it safer to travel in the area.
The aim is to encourage students, families and staff to walk and cycle to school.
We can make school zones safer by:
- creating or improving crossings
- making changes to junctions
- widening footways
- restricting or lowering the speed of motor traffic
Improving the bus service and providing better travel information can also help reduce car trips and encourage more people to actively travel.
School Streets
A School Street is a road outside a school with a temporary restriction on motorised traffic access during school term drop-off and pick-up times.
It’s another way to make routes near schools safer.

School Travel Reports
The reports provide a list of issues and opportunities to help us:
- improve routes to schools
- create Safer School Zones
- increase active travel
We use the reports with schools and other stakeholders to develop plans to make routes to schools safer and support the sustainable travel policy.
The reports are developed in phases with individual school communities. We hope to have all reports for the remaining schools by 2025.
