Property Holdings

​​​​About Property Holdings

Property Holdings is the corporate landlord for all government owned land and buildings.

As corporate landlord we are responsible and accountable for the strategic and day to day decision making around all land and property​ assets.

Our functions include:

  • managing the government property portfolio and making sure it is correctly configured to match future requirements
  • maintaining the assets under management to make sure they are safe and compliant with the relevant landlord obligations
  • developing and delivering the Estate Strategy
  • delivering major government building and infrastructure projects

We don’t look after land and properties administered by:

Making changes to a property

If you occupy​ a government owned property, you must tell us about any changes you want to make to the property.

We must approve all changes before any work is done or you apply for a planning or building application.

If you need a planning or building application, it will need to be signed by the Director of Property Holdings.

Email details of the property changes to JPHStatutoryApplications@gov.je and include:

  • your name, role and contact details
  • property address where you want to make the changes
  • works start date
  • works finish date
  • if you have already contacted tour Design Team about these changes
  • if you have, documents showing the changes, such as plans or drawings

​If you have questions about an existing application, email JPHStatutoryApplications@gov.je. Include the property name and the date of your original application.

You can find for each property:

  • what it’s used for
  • which department is responsible for it
  • the type of tenure such as freehold, flying-freehold or leasehold

Island Public Estate Strategy

The Island Public Estate Strategy provides the framework we use to:

  • decide how to meet competing needs for publicly-owned land and buildings
  • develop detailed property and asset management plans to enable the Government to make informed choices about the utilisation of its estate

State of the Estate annual report

The annual report describes the overall performance and use of the operational estate set out in the Island Property Estate Strategy (IPES). It sets the baseline for future reports to measure the performance of the property estate.

We’ll use trends identified to direct future property decisions.

The report covers the period from 1 January to 31 December 2023. In some areas other relevant data is used that covers earlier periods.
