Response

A

As at the end of June 2024 there were 61 children in care.

B

As at the end of June 2024 there were 13 children in care placed off-island.

C

Not all these children are in permanent placements, it has been determined that to disclose the breakdown of permanent and temporary arrangements may likely breach the privacy of individuals and therefore, Article 25 of the Freedom of Information (Jersey) 2011 Law has been applied.

D

18 pupils who left the care system within the past four years and who were in care in their 11th academic year, attained five or more GCSEs.

Data is not held for six pupils who were not attending an on-island school in their 11th year.

E

There is a Leaving Care offer for all children and young people who have been in the care of the Minister. This offer is for those young people who are eligible as a care leaver. They are a care leaver if they are aged 16 to 25 and were looked after by the Minister at the age of 16 or above and are no longer looked after by the Minister. This offer covers a range of support both emotional, practical and financial. Details of this offer are set out In the Leaving Care Offer which is published on gov.je here:

Article 3 - Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if –

(a)     it is held by the authority, otherwise than on behalf of another person; or

(b)     it is held by another person on behalf of the authority.

Article 25 - Personal information

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2005.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2005; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.
