Summary
The Medium Term Financial Plan 2013 to 2015 aims to ensure that the States of Jersey has the financial ability to achieve the goals of the Strategic Plan 'Inspiring Confidence in Jersey's Future' over the next 3 years.
This Medium Term Financial Plan is an important next step in Jersey’s sustainable long-term planning and will provide a foundation for the Island's future. Developing medium and long term financial plans to deal with taxation and funding strategies for long-term capital and revenue expenditure is vital in meeting the challenges of the economic downturn and the ageing population.
It is a change in the way that government does things with a focus on longer-term decision making and planning more efficiently for the Island’s future.
The Strategic Plan was approved by the States in May 2012 and is designed to steer the Island and ensure that every section of the community can play its part in building a successful future.
The Council of Ministers’ proposals for the Medium Term Financial Plan, were presented to the States on 23 July and will be debated on 6 November. This extended lodging period is intended to allow more time for consultation and to encourage feedback from the public, as well as review by the Fiscal Policy Panel and Scrutiny.
The Medium Term Financial Plan was amended as a result of the States debate in November 2012:
