Background
The Minister for Planning and Environment lodged the revised draft Island Plan in the States (P.48/2011) on 29 March 2011.
States members have had an opportunity to review the revised draft plan and to put forward their own amendments to it: these can be found on the States Assembly website. Where States members' amendments have raised matters which are new, the Minister for Planning and Environment has invited further comment on them. This public consultation closed on 15 May, and all of the representations received can be viewed on the consultation portal.

Further examination in public
To ensure that all of the policies and proposals that might emerge in the approved Island Plan have been subject to the same level of scrutiny and independent review, the Minister for Planning and Environment has requested that the States members' proposed amendments to the revised plan, and the representations received about them, are considered by independent planning inspectors. The inspectors have done this at a further examination in public (EiP) which took place between 23 and 25 May 2011. Details of the further EiP can be found below.

Additional EiP programme item
An additional item was raised, at the request of the Minister for Planning and Environment, and accepted by the inspectors to be included as one of those items to be discussed at the further examination in public.
The additional item related to Senator Perchard's amendment (P48./2011 Amd.10) and concerned the Minister’s strategy for the provision of light industrial land over the plan period, which was based on changed circumstances and new information that had not been previously subjected to an independent review by the inspectors.
Senator Perchard's amendment specifically concerned the proposed extension of land at Thistlegrove to provide new light industrial / warehousing space; however, the site-specific issues relating to the Thistlegrove site itself were not considered at the further EiP as the matters had previously been considered and the inspectors had already made recommendations, which remain valid. The inspectors have thus only considered issues relating to the strategic supply of light industrial / warehouse land relative to issues of demand.
Inspectors' further report and addendum
The Inspectors have now completed their report following the further EiP, which was held between 23-25 May 2011.

Following the end of the EiP and the completion of their report, the Minister asked the Inspectors to consider further statements made by the Minister for Treasury and Resources in the States Assembly on 07 June 11. The Inspectors have reviewed this additional information and have issued an addendum to their report.
