Health Access Scheme

​About the Health Access Scheme​

The Government and local GPs have worked together to create the Health Access Scheme. Under the scheme most appointments with a doctor or nurse in General Practice will be charged at fixed, low fees. Most services and treatments will be included in the scheme, so you'll know beforehand how much you have to pay for your care.

Who is covered in the Health Access Scheme

The Health Access Scheme covers:

Eligibility is automatically checked at the beginning of each month. After you start to receive Income Support or Pension Plus, you will be able to use the scheme from the seventh day of the next month. 

If your Income Support claim or Pension Plus claim ends, you will leave the scheme on the seventh day of the next month.

If you're eligible for the scheme, the GP practice's billing system will charge you the new lower rates set by the Health Access Scheme. The Employment, Social Security and Housing benefit system will update the GP pratice's information once a month.

All GP practice's have agreed to take part in the scheme. The full list is:

How much a General Practice will charge

The Government and GPs have agreed the following patient fees.

Children and young people aged 16 years of age and under

Services and treatments included in the fee charged by the General Practice

If the GP practice offers the following services, they will be included in the consultation fees shown above and you will not be charged any extra fee:

  • blood test
  • urine test
  • pregnancy test
  • referral letter
  • ECG
  • swabs
  • spirometry (lung test)

Services and treatments not included

The General practice may charge you extra for more complicated services and treatments, including;

  • minor surgery
  • IUD fitting or removal
  • contraceptive implants
  • joint injections
  • other specialist services

The surgery will be able to tell you about the cost of any of these additional services.

Payment for these services remains your responsibility, but you may be eligible for extra financial support through a special payment grant or loan.

Practices may also make charges for repeat prescriptions.

Paying your general practice

Under the Health Access Scheme the cost of general practice services has been reduced and many other extra services are included in the fee. This will make it easier to budget for GP costs.

You are responsible for paying the fee and you remain responsible for any debts you have with your general practice.

Some general practices charge a fee for late payment. It's better to settle your bill when you have your appointment.

If you're charged the wrong price

If you think the practice has charged you the wrong price you should ask them for a breakdown of your bill. Some services are not covered by the scheme.

How to change GP practice

You may change your preferred practice at any time. 

Contact the practice you wish to join and ask for their registration form.

What if I don’t want to be on the scheme?
