Health and Community Services (HCS)
As a self-governing jurisdiction, Jersey’s hospital facilities sit outside of the NHS, and HCS is not required to comply with NHS Frameworks or models for agency staff use. Information is not held in the format requested, and no detail in respect of framework observation can be provided. Article 3 of the Freedom of Information (Jersey) Law 2011 applies.
Table 1 attached details HCS’ monthly spend on agency workers, including spend by staff category and total costs, from 01 October 2023 to 30 September 2024.

HCS does not employ or contract Ambulance and Patient Transport personnel, as these services are provided by the States of Jersey Ambulance Service.
States of Jersey Ambulance Service (SoJAS)
The States of Jersey Ambulance Service is not an NHS Trust and the hiring of contingency workers is completed following the Government of Jersey guidelines. From 1 June 2024, SoJAS has followed the new Government of Jersey Use of Third Parties including Contingent Labour, Consultancy & Outsourced Service Solutions policy.
Table 2 attached details the SoJAS’ monthly spend on agency workers. As noted above, all recruitment of contingency workers has been completed following Government of Jersey guidelines and policy, so ‘framework’ and ‘off-framework’ does not apply. Article 3 of the Freedom of Information (Jersey) Law 2011 applies.
