Construction: Preparation of the health and safety file for a major project

Under the Management in Construction (Jersey) Regulations 2016, the legal responsibility for preparing and updating the health and safety file for major construction projects (i.e. where the construction work lasts longer than 30 working days or involves more than 500 man days) rests solely with the Health and Safety Project Co-ordinator (HSPC) under Regulation 8(g).


Whilst, in practice, the HSPC may be able to delegate some aspects of the work to a third party, such as the Principal Contractor or an independent consultant, the HSPC retains the ultimate responsibility to ensure a suitable and sufficient health and safety file is prepared and maintained. 


Guidance on the preparation of the health and safety file is provided in appendix 3 of the ‘Guidance on the Construction (Jersey) Regulations 2016’.
