Jersey Harbours Transfer Of Services To TTS

Jersey Harbours and Transport and Technical Services have confirmed the transfer of responsibility for Harbours Engineering Services to the Transport and Technical Services Department (TTS), but have given strong assurances about the security of workers’ jobs.

Management responsibility for 48 Jersey Harbours staff (43 manual workers, five civil servants who form Jersey Harbours Engineering) is being transferred to the Transport and Technical Services Department on 1 May 2006 . Staff will join TTS to help provide an increased range of new specialist municipal and engineering support services to States departments. One of the major new responsibilities of TTS is to provide engineering services to Jersey Harbours.

The changes will help remove duplication and streamline municipal cleaning, property maintenance, transport and engineering services. The move will also broaden the skills of TTS staff and offer better opportunities for career progression within a bigger department.

All States employees, including those at Jersey Harbours and TTS have been employed by a single employer, the States Employment Board (SEB) since December last year. This means that Jersey Harbours engineering staff are transferring between one States department and another. There are no job losses or changes to terms and conditions.

To further protect and reassure affected staff, the States Employment Board has guaranteed that in the event of Jersey Harbours incorporating, any future changes considered to adversely affect the job security of the TTS workforce will be referred to and resolved by the Council of Ministers. This assurance is a direct response to concerns raised by the Transport and General Workers Union.
