About the project
We will carry out the first phase of Broad Street public realm improvements from late August to December 2025.
Phase 1 will improve the threshold area from Lloyds Bank to the Post Office.
The main improvements include:
- creation of a pedestrian priority area. The street will be fully paved with a flush granite surface across the full extent
- decluttering and emphasising of the entrances to the premises
- adding planters to create a ‘gateway’ and pleasant seating areas
- additional planting to enhance the character and biodiversity
- subtle details and historic reference to create a sense of place
- improved lighting
- low traffic street, with no deliveries after 10am
The 2-way cycling zone on Broad Street will be kept with a defined route.

This is the first phase of the wider public realm improvement project for the Grande Rue district. Our ambition is to:
- enhance the area’s character
- create a space where it is comfortable to walk for all
- make it more appealing to residents, businesses and visitors
- maintain access for unloading and servicing
These improvements follow a stakeholders’ workshop in 2023 and direct engagement with businesses in 2024. Other phases of the project will be delivered between 2026 and 2028.

Drop-in exhibition
You can come and see the Phase 1 designs on the 5 March 2025, between 4pm to 6pm, in the Old Magistrate’s Court, Seale Street, St Helier.
Our officers will be present to provide more information about the project and answer your questions.
We’re planning to do further engagement on the other phases of the project in Autumn 2025.
Schedule of work
More information will be provided as the project develops.
Construction will avoid high summer and Christmas peak retail periods.
Names of the proposed phases can change depending on reviewed programme and budget.

Access
Pedestrian access to all businesses and premises will be maintained during the works.
Temporary unloading arrangements will be provided.
